Job discrimination isn't news! It's as old as dirt! What is news, is the unabated continuum! It's apparently become systemic! That's golden empirical data, for the instant focus on the Nation's Counties' District Attorneys' Child Support Enforcement Divisions to ramp up the enforcement of child support orders. That's empirical data for Judges to make child support awards based on the "absolute" Greater Earning "Capacity" and "Earnings" of the Father that are Absolutes! (If you can't come in one door, then go through the other!)

By the way Legal Eagles, in Family Law cases, child-support related Wage Assignments are directed at, and served on, the "Employers", not the "Supporting Parent". Hence, if the Wage Assignment is not immediately honored by the Employer, it's the Employer who will be subjected to an OSC in re Contempt (a quasi-criminal proceeding) and sanctioned by the Courts for a failure to pay, not the Employee.

Don't forget about the amount of child support that is perhaps outside the Wage Assignment for support that was due from the date of the Court Order up to the period in which the Wage Assignment takes effect. That amount left outside the Wage Assignment, and a failure to pay, is on the Supporting Parent, who would be equally subject to an OSC in re Contempt or a California Family Code Section 271 Violation for interference with the orderly process of the case and a court order. (You might rethink the OSC Contempt against the Parent, however, because if he's in jail, he can't work; and if he can't work, he can't pay child support. Hence, hit where it hurts the most--in his wallet. A Court sanction after a finding of a Family Code Section 271 violation, results in a monetary sanction, not incarceration.)
